Meet Julia Fox:

Julia moved to Oregon from Texas in 2015 and has since fell in love with the state. She earned her bachelor’s degree in U.S. History from Oregon State University and obtained her master’s degree in Public Administration from the University of Oregon. Her past work experience has included museum, education, and parks and recreation work. In her free time, Julia can be found paddleboarding a scenic lake or cleaning up historic gravesites.

Community and Organization:

Halsey (Hall-See), Oregon is a small town located in the central Willamette Valley off of the I-5 freeway. Residing in Linn County, the grass seed capital of the world, the town of Halsey is nestled between vast fields of grass pasture. Halsey’s total population is currently at 962 people.

The City of Halsey is composed of a team of six staff members who share an impressive set of responsibilities. Between their staff, the city provides public works services, community and economic development planning, and policy design to promote the general welfare and safety of Halsey’s residents.

Project:

As a Community Planning Consultant, Julia will spend her service year doing community, economic, and emergency planning for the City of Halsey. Her major projects will include working with the community to design a Parks Master Plan and an Emergency Response Plan. Her other projects will include assisting the city’s land-use planning and economic development work. These projects were all listed as major priorities by the City Council, but the city did not have the capacity or time to work on everything by themselves. This is where RARE steps in.
