Meet Nolan Cochran (he/him):

Nolan was born and raised in Iowa City, Iowa. Growing up, he loved playing outside, playing sports, and gaming with his family and friends. Nowadays he loves playing outside, playing sports, and gaming with his family and friends. Nolan went to college at the University of Iowa where he majored in Environmental Science. During the summers he installed solar panels, and worked for his local County Conservation Department. After graduating, Nolan wanted to see a new part of the world so, after visiting Europe over the summer, he moved to Oregon for the RARE program. He spent his first year of RARE in Klamath Falls working on energy, and decided to do a second year working in water quality.

St. Helens, Oregon, is a picturesque city located along the banks of the Columbia River. As the county seat of Columbia County, St. Helens plays a central role in the region’s cultural and economic landscape.

Recent waterfront development has enhanced public access to the river, providing beautiful parks and recreational opportunities that contribute to the quality of life for residents and visitors alike.

In recent years, St. Helens has experienced steady population growth, attracting individuals and families seeking a blend of small-town charm and proximity to urban amenities. The surrounding natural beauty, with its scenic landscapes and outdoor activities, further enhances the city’s appeal. Overall, St. Helens represents a blend of history, community, and natural beauty, making it a significant and inviting part of Columbia County.

Projects:

Nolan is the TMDL (Total Maximum Daily Load) Program Coordinator for both the City of St. Helens and Columbia County. When water bodies are found to be impaired, Oregon DEQ (Department of Environmental Quality) issues a TMDL to a local agency. The agency must create and implement a plan to reduce the amount of pollutant being discharged to the water body. This year, Nolan will be providing capacity to help the City and County implement their TMDL Plan, and to build on top of their plan. TMDL Implementation involves Public Outreach and Engagement, Detection and Elimination of Illegal Discharges, and Erosion Control. Nolan will be working to update ordinances, create permits, educate the public, organize volunteer projects, and rework enforcement programs.
